Should a small clinic in Dubai choose a marketing agency or a managed service?
Pick on the written terms, not on the label. Most of the 22 Dubai agency websites we read do not publish them: 2 say whether VAT applies, 4 give a minimum term, and 5 say who owns your accounts. On 20 October 2026 BTR Consult searched Google and Google Maps as a clinic owner would, read those 22 sites, and asked ChatGPT and Gemini two questions about the choice. BTR Consult sells a managed service, so weigh what follows knowing that. Every count comes from public pages, is dated, and the method is at the end.
For a single-location clinic with a limited budget, ChatGPT leaned to a managed service, and Gemini did for a newly opened clinic. We did not test whether either is right.
What does a clinic owner find when they search for an agency in Dubai?
Mostly agencies describing themselves. We ran four searches on Google with the UAE setting, signed out, from outside the UAE: "marketing agency for clinics in Dubai", "dental clinic marketing agency Dubai", "how much does clinic marketing cost in Dubai" and "social media management for clinics Dubai". Of the 38 organic results on page 1, 26 were an agency's own site or blog, 3 were "best agencies" lists on other sites, 3 were agency directories, 4 were Reddit threads and 2 were an Instagram profile and a jobs page. The three lists were dated June, August and September 2026.
The cost question was answered by the sellers. Eight of the nine results for "how much does clinic marketing cost in Dubai" were agency pages, and eight of the nine carried a figure or a statement about price in the snippet. No two gave the same range, and two figures were ad spend, not an agency fee.
What does Google Maps show for the same searches?
We read the first 10 cards of the signed-out "limited view" for three of the searches, 30 cards.
| Search | Agencies in the first 10 | Reviews per agency card | Most-reviewed agency card |
|---|---|---|---|
| marketing agency for clinics in Dubai | 10 | 11 to 379, median 57 | 7th. The top three were healthcare specialists with 11 to 17 reviews, the three lowest counts. |
| dental clinic marketing agency Dubai | 5, then five clinics with 107 to 824 reviews | 0 to 2 | Tied at 2 reviews, 1st and 5th |
| social media management for clinics Dubai | 10 | 1 to 448, median 32 | 10th |
Across the 25 agency cards the median was 22 reviews, and 14 had 25 or fewer. Some agencies appear in more than one list, and we judged "specialist" from the card name alone. Choosing by reviews gives a buyer little to go on.
What is a "managed service", and do agencies mean the same thing by it?
Not as far as we could tell. We counted a managed service as a fixed monthly fee with the inclusions named on the page. Of the 22 agency sites we could read, 6 offered that, 5 of them with a price, and 16 did not. The two engines defined it differently too. ChatGPT described a defined monthly service with a healthcare focus and a separate, transparent ad budget. Gemini described a productised service with standardised, template-driven workflows and shared creative, at a lower fixed monthly fee. A clinic that asks for "a managed service" may be quoted either.
What do agency websites publish about the terms that matter?
Often not the terms a clinic needs. We read up to four pages on each of 22 agency websites, 9 of them healthcare specialists and 13 generalists as we read their homepages. One more site blocked our reader and is not counted. For each term below, the count is how many of the 22 stated it on the pages we read.
| Stated on the agency's own site, 20 October 2026 | Count (22 read) |
|---|---|
| An AED price for its own marketing work | 9 |
| Whether VAT applies | 2 |
| A minimum term in months | 4 |
| Who owns accounts, content or domain, concretely | 5 |
| A named report, with a frequency or dashboard | 10 |
| A health authority by name (DHA, MOH or MOHAP) | 11 |
| A numeric result for itself or a client (approximate) | 13 |
| A WhatsApp link on the homepage | 16 |
| A fixed monthly service with named inclusions | 6 |
- Term. Four of the 22 gave a minimum in months: 3, 3, 3 and 2 to 4 by tier. One recommended 12 months and one implied two years.
- Authority. Of the 9 specialists, 7 named no health authority on the pages we read, which may reflect the pages we chose.
- Price. Five showed a single labelled first-tier AED monthly price, from AED 499 to AED 4,999, and the one at AED 499 covered social posts and Meta ads only. Two gave monthly ranges, AED 3,000 to AED 5,000 and AED 5,000 to AED 8,000, and two priced in US dollars only, from USD 550 and from USD 3,500 a month.
- Ad spend. One charged 30%, 25% or 20% of ad spend by tier as its management fee. Two others said spend is passed on at cost with no mark-up.

What do ChatGPT and Gemini tell a clinic owner who asks?
A cautious recommendation and a checklist, with no prices. We asked each engine, signed out, once: "Should a small clinic in Dubai hire a marketing agency or use a managed marketing service?" and "What should I ask a marketing agency before signing a contract for my clinic in Dubai?" ChatGPT and Gemini gave the same points to ask about: who reviews medical claims before they go out, who owns the ad accounts and domain, whether ad spend is paid directly or through the agency, the minimum term and exit, and the monthly deliverables in numbers. ChatGPT added a worked example of cost per new patient and a ten-question meeting list. Neither engine gave a Dubai price range. ChatGPT offered budget bands only as options in a form.
ChatGPT called the Dubai Health Authority's August 2026 circular a new circular announcing standards. Our reading of the DHA documents is that circular CIR-2026-00000144, dated 17 August 2026, sent the existing standard again, which has been in force since 3 October 2022 (the standard, ST-21). It is not new, and our clause-by-clause post covers it. Gemini said general retail tactics "frequently violate local medical advertising laws", which we could not source. Perplexity was not tried: signed out, it asked for sign-up in another study the same day, and we do not create accounts. Google AI Mode and Claude were not recorded.
What should a clinic get in writing before it signs with either?
Eight terms, each with what the 22 sites published, the question to ask and what a good written answer looks like. The last column is BTR Consult's own view as a provider, so weigh it knowing that. None of it is legal advice, and a UAE lawyer should read the final contract.
| Term | Published by the 22 sites | Ask | A good written answer (our view) |
|---|---|---|---|
| Price and VAT | 2 of 22 say whether VAT applies; 9 show an AED figure for their own marketing work | One monthly figure, what it covers in numbers, ad spend shown separately, VAT in or out. | A single AED figure with VAT stated and the scope counted (posts, reports, campaigns). |
| Minimum term | 4 of 22 give a minimum in months | The minimum, the notice period and any exit fee. | A number of months, a notice period in days, and either "no exit fee" or an AED figure. |
| Ownership | 5 of 22 say something concrete | Whose name is on the ad accounts, Business Profile, domain, analytics and content? | The clinic's name from day one, written into the contract. |
| Ad spend | 1 of 22 charges a percentage of spend; 2 pass spend on at cost | Is spend paid to the platform directly or through the provider, and is the fee flat or a percentage? | Spend paid directly, and a flat fee or a stated percentage. |
| Medical claims | 11 of 22 name a health authority | Who clears each medical claim before it goes out? | A named person on each side, with the clinic's Medical Director signing off. |
| Reporting | 10 of 22 name a report with a frequency or dashboard | Which metrics, how often, and does it reach booked appointments? | Named metrics, a monthly date, and booked appointments, not only clicks. |
| Handover | Not counted | What do I receive, and by when, if I leave? | A list of items and a number of days. |
| Proof | 13 of 22 state a numeric result | The spend, enquiries and booked appointments behind any figure. | The period, the numbers and a client you can speak to. |
What does BTR Consult's managed service cost?
The INBOUND plan is AED 6,500 a month plus a once-off Foundation Fee of AED 8,000 to AED 23,500, quoted in writing. It runs nine channels as one system, including Google Maps, reviews and a WhatsApp assistant, with no ads and no social posting in the plan (both can be quoted separately on request). The free BTR Signal Score shows your score, why the business above you is chosen and your first fix. The full report is AED 179 once and you do the work. BTR Consult is not registered for VAT, so these prices carry none. If that changes, the price you agreed stays the same and we carry the VAT.
INBOUND costs more than each of the five single prices above and more than every entry package in our earlier price survey. One monthly range here reached AED 8,000, and one site priced in US dollars started at USD 3,500 a month, so the gap is not universal. The scopes differ and we did not price a like-for-like scope, so we make no comparison beyond that.
Where does BTR Consult fit?
It fits a clinic that wants Google Maps, reviews and WhatsApp run by one team, with a monthly report that names the metrics and the action behind each. We take one business per industry per area and do not work with competing businesses, so we are not the right fit if a competitor in your industry and area is already a client, if you want video production, influencer work or an ads-only agency, or if you already have an in-house marketing team. Clinical decisions stay with your team.
INBOUND has a 3-month minimum from go-live, then 30 days written notice, no exit fee, and you own every account. Start with the free BTR Signal Score, then compare the plans on the pricing page. The pages for dental practices and aesthetic clinics in the UAE show how the channels are set up.
How was this checked, and what are the limits?
- Google searches, 20 October 2026. Four wordings, run once each, signed out, in a browser outside the UAE with the UAE setting, in the evening Dubai time. Page 1 only, organic results counted, ads and the local pack left out. Results change by person, device and day.
- Maps, 20 October 2026. Three of the four wordings, first 10 cards each in the signed-out "limited view", 30 cards. Specialist or not was judged from the card name and subtitle. The cost wording was not run on Maps. Maps was viewed from outside the UAE, so the list a clinic owner sees in Dubai, where distance counts, may differ.
- Agency websites. 23 domains from the results above, read once on 20 October 2026, up to four pages each, as page text. 22 could be read and one returned a bot challenge. "Not stated" means not found on the pages we read, not that the agency does not offer it. Anything added by a script, pop-up or chat widget was missed, and prices given only after a call were not captured. "Specialist" and "generalist" are our coding from the homepage. Numeric-result counts are approximate. Five claims were re-read on the live sites before use, and the one ownership clause that did not reproduce is not counted.
- AI answers. Two prompts, ChatGPT and Gemini, signed out (Gemini Flash-Lite), one run each. Answers change between runs. Perplexity, Google AI Mode and Claude were not recorded.
- Limits. This shows what was published and shown on one day. It does not show which type of provider gets a clinic more patients, what any provider delivers, or what buyers do. No provider or clinic is named, and we have no interest in any listed provider.
Frequently asked questions
Is a managed service cheaper than an agency for a small clinic in Dubai?
We cannot say, because the two are not priced on the same basis. Of the 22 agency sites we read, 9 showed an AED figure for their own marketing work, and the figures were monthly fees, monthly ranges, an audit fee and a one-off website price, so there is no like-for-like list. Only 6 of 22 described a fixed monthly service with named inclusions, and 5 of those 6 showed a price. Ask each provider for the same scope in one monthly figure, with ad spend and VAT stated separately.
Who should own the Google, Meta and website accounts?
Your clinic, from day one, and get it in writing. ChatGPT said the same in our check, and Gemini listed account ownership among the questions to ask. On the 22 agency sites we read, 5 said something concrete about who owns accounts, content or the domain, 4 gave only a tagline or advice, and 12 said nothing on the pages we read. One more clause did not reproduce on a re-read, so it is left out. Silence on a website is not a refusal, so ask before you sign.
Does the agency or the clinic answer to the Dubai Health Authority for the ads?
We read the DHA standard for social media advertising (ST-21, version 1.1) for a separate post, and it places duties on the clinic's Medical Director, so treat the clinic as the party the rules are written for. That is our reading of a published standard, not legal advice, and a UAE lawyer should read your contract. Of the 22 agency sites we read, 11 named a health authority (the DHA or the federal Ministry of Health, MOH or MOHAP), one of them only as the clinic's duty, and 11 did not.
Will ChatGPT or Gemini recommend my clinic, or my agency?
We cannot promise it, and nobody can. In our single run of each engine on 20 October 2026, ChatGPT named three healthcare agencies and Gemini named none. The three ChatGPT named held the first three Maps cards in our search for "marketing agency for clinics in Dubai", which may be chance, and we ran each engine once.
Should the agency guarantee patient numbers or a first-place ranking?
No provider can control either, and ChatGPT listed such a guarantee among its red flags. We did not test any provider's guarantee. We did count outcome claims: of the 22 sites, 13 stated a numeric result for themselves or a client, which we did not verify. Ask for the spend, the enquiries and the booked appointments behind any figure.
